		<description>While most private institutions are forced to go lean inorder to stay in bussiness after stiff competition brought about by the open market, most public intitutions in Africa have not. There is alot of wastage and this still comes back to affect the private intitutions in terms of tax.I am sure that when the public intitutions will take a step the real benefits of being lean would be seen by all.</description>

		<description>There are pockets of lean within government, but very little support from higher level administration.  From what I have seen, certain locations of state or federal offices with leadership who take a "customer first" approach to fulfilling regulatory requirements have a fair amount of freedom to change processes in-house.  I agree with the assertion that using a "best practices" mentality to share processes that work would serve to reduce waiting time for citizens who, after all, are not only the customer, but also the shareholders and financiers.</description>
